Increase housing affordability and provide more choices for people of all income levels and household structures by promoting the development of a wide range of multi-dwelling and middle housing types, including condominium developments, townhouses, multiplexes, courtyard apartments and other mid-rise compact multifamily and detached houses that efficiently maximize land use.

• Emphasize Starter Homes: Incentivize the development of smaller, modest, and more affordable homes that are an entry to homeownership such as condos, cottage homes, and small homes.
• Promote ADU Construction and Ownership: Explore opportunities to raise the number of ADUs in Bothell and ADU ownership through financial incentives such as, but not limited to, grants and low-interest loans in exchange for deed restricted affordability requirements or pre-designed layout plans for ADUs.
